Do you remember the opening of information about the current state of using an official vehicle of Seoul-Incheon-Gyeonggi-do's heads of municipality and heads of provincial police agency last year? article about this issue
It was shocking to citizens that the official vehicle of former Seoul mayor, Oh Se-hoon, had such a high mileage, 3.17Km/L. This time, I searched how other 15 heads of municipality are using the official cars during the first half this year. Let's get down to the business!

Top 5 cities' list of the most and lowest spending on gas of heads of municipality during the first half 2012(January to June) that Center for Freedom of Information received from them
● Gas spending goes with the distance of driving .... Jeollanam-do has already spent 10,000,000won.
'Jeollanam-do' which drove the longest distance recorded the highest spending money on gas, 9,998,000, and it is followed by Jeollabuk-do, Chungcheongnam-do, Incheon, Gangwon-do.
However, 'Jeollanam-do' has already spent money around 10,000,000won on maintaining the official car. This is huge amount of money which is high as 4 times as Gyeongsangsam-do, which recorded the lowest gas spending. In spite of the geological difference between the two provinces, it is definite that we should not ignore this serious situation, Jeollanam-do uses a high fuel-efficient car, Genesis, whereas Gyeonsangnam-do uses less efficient one, Carnival.
●Incheon spent more 500,000won than Gangwon-do did even though Incheon drove less longer distance than Gangwon-do.
In the case of Incheon, this city spent more 500,000won than Gangwon-do did but the point is Incheon drove 22,250km which is less 2,304km than what Gangwon-do did. Even if we consider the difference about the gas price of each city or geographical feature, we can find that the fuel efficiency of Incheon mayor's car (average 5.8) is a little bit less than Gangwon-do's one (average 6.9) when we calculate the standard fuel cost, 1,900won.
ranking |
province, which has the best fuel efficiency for six months (km/1 / model of car) |
province, which has the least fuel efficiency for 6 months (km/1 /model of car) |

Gyeonggi (9.5 / Chairman) |
Daejeon (4.0 / Equus) |
2 |
Gyeongsangnam-do (9.4 / Grand Carnival) |
Jeju (4.2 / Chariman) |
3 |
Gyeongsangbuk-do (9.2 / Equus) |
Daegu (4.7 / Equus) |
4 |
Gwangju (8.4 / Carnival.R) |
Ulsan (5.1 / Equus) |

Seoul (7.2 / Grand Carnival) |
Jeollabuk-do (5.2 / New chairman) |
▲The average fuel-efficiency of the first half year, 1,900won standard
●Gyeonggi and Gyeongsangnam-do recorded the highest fuel efficiency.
It has been proved that Gyeonggi uses the best fuel efficient car and this province recorded average 9.5km/L for six months. Gyeongsangnam-do has also been using the official vehicle efficiently and it recorded 9.4km/L. These data explains that these two provinces, Gyeonggi and Gyeongsangnam-do, respectively spent less 2,000,000won than Incheon did and it turned out that Incheon drove the car almost equal distance with these two provinces did.
●More than two times fuel efficiency difference between the same cars, Equus and Chairman
We can see that Jeju, recorded the second lowest fuel efficiency province, uses Chairman same as Gyeonggi-do's, recorded the second highest fuel efficiency province, but the fuel efficiency of Jeju is less than half of the Gyeonggi-do's. We can also see that the fuel efficiency difference between the two provinces, Gyeongsangbuk-do and Daegu which are on the third grade respectively, is more than 50%. Are you sure you are using the same kind of cars?
Of course, there could be difference from model to model but the formal fuel consumption of Chairman and Equus is around 8~9 based on each website. We doubt that how inefficiently the heads of the provinces use these official cars given the figures of the box over are only half of the formal measurements, 8~9.
Seoul used to be the best spending money city on gas annually but after Park Won-soon was assumed to Seoul mayor, Seoul entered the 5 lowest fuel efficiency using provinces. It seems that it is because not only Park changed Equus for Carnival, a better fuel efficient car, but also he used the official vehicle more efficiently. Highly qualified cars such as Chairman or Equus are not essential for effective administration jobs. The public officers who use the official cars should take into consideration that spending around 10,000,000won for 6 months was only for citizens and government affairs. They also have to think thoroughly about the effectiveness of driving that kind of vehicles ahead of just being busy working for the local residents.

* We got a message from the Information department of Kyeonsangnam-do that they made a mistake of using wrong measurement while they were opening information of the official vehicle to us. Therefor, we revised the part of Kim Doo-kwan's state of using the vehicle.
